- This completely new study, based upon extensive research carried out in four leading EC member states - the UK, France, Germany, and The Netherlands - helps to answer three related questions. First, how similar or different are European prison systems in practice? Secondly, are these similarities and differences explicable in terms of different doctrines of prison accountability? Thirdly, is it really possible to change the nature of prisons by changing the structures through which they account for their performance?
