- There is inherent tension between the increasinglyglobal focus of industry and the continuing nationalfocus of governments. Countries, particularlydeveloping ones, compete to attract investmentfrom global corporations, and they attach performancerequirements to tilt the impact of those investments in theirfavor. This is because the host nations expect investment toraise growth levels, efficiency, and living standards. At thesame time, the home countries of such corporations worry thattheir firms are not accorded fair and reciprocal treatmentabroad. These issues have become a source of conflict amongnations, one that could escalate considerably if an agreement isnot soon reached. Graham's study analyzes the nature and depth of theinternational investment problem and its potential impact on theworld economy and on economic relations among nations. Heurges that current rules on foreign direct investment be enlargedand restructured via new international rules and institutionalarrangements and offers two alternatives for doing so
